[/strike]The lower the FPS the more the input lag, when i turn every graphic setting to off there is no input lag but as i gradually turn stuff on i notice the input lag gradually increasing.

It's visual lag, not input lag. Physics and input is running on a separate thread, reading and talking to the steering wheel at a constant steady rate, not effected at all by graphics.
Monitor expose huge amounts of latency, this can be mitigated by graphics card special settings (usually "pre rendered frames" or something like that). Most videocards default to a value of 3 pre rendered frames.
Of course, the lower the fps the bigger the lag.. if you run at 100fps every frame is 10 milliseconds.. if the card is set to 3 pre rendered frames, this amounts to 30 milliseconds visual lag.
If you run at 30fps every frame is 33 milliseconds.. so 3 pre render frames will bring your visual lag to 99 milliseconds.
Usually this is much higher actually.. we used some high speed cameras to measure the lag in one of the super high end simulators we equip.. I can't give you the exact number, but it was waaay higher than 99 milliseconds.
In my experience, this varies a lot from monitor to monitor.. TVs seems to be particularly bad at this.. id's John Carmack spoke about this last year trying to express how appalled he was to the realization that it takes more time to a graphics frame to leave the gpu and reach the monitor than a network packet to leave US and reach Europe.
Sadly, it's the nature of the beast we have to live with.
Please stop talking about input lag unless you have solid proofs of ur claims.

This should do the same job the nvidia panel is doing.. 0=default, >0 = number of prerendered frames.
